Digital Healthcare Shaping Up 
When the global Covid-19 pandemic hit Germany in 2020, the weaknesses of the country's healthcare system became glaringly obvious. Some two years later, the government provided funding to advance the digitalization of the Public Health Service. However, apart from being short of money, the health departments often also lack three other resources: know-how, manpower and concepts, i.e. experience in project management, digitalization skills and, most importantly, human resources.
For this reason, a maturity model was developed as part of the funding program under the Public Health Service Pact. This serves to assess the current situation on the one hand, while on the other making it easier to identify the steps needed to achieve the target situation. In addition to a web application and an Excel spreadsheet for an initial appraisal of the situation, officials in towns and cities, counties and federal states are also offered help and assistance with their applications for funding, providing them, for instance, with initial best practice experience.
